Tiered matching: outgoing <= $7.5M

Summary

Above-cap teams (below the first apron) sending out $7.5M or less can receive up to 200% of outgoing plus $250,000.

How it works

The 2x rule for small contracts. Max incoming = (outgoing * 2.00) + $250,000. Both the sending and receiving team must be above the cap for this tier to apply (below-cap teams use MATCH-CAPROOM instead).

Example

Team sends out $6M. Maximum incoming = $12,250,000. Attempting to acquire a $13M contract fails this rule.

Engine behavior

The $7.5M tier boundary and the 2.00 multiplier are MVP constants in matching.py per IMPLEMENTATION_DECISIONS.md Section 5.
