Summary
Above-cap teams (below the first apron) sending out more than $29M can receive up to 125% of outgoing plus $250,000.
How it works
The 1.25x rule for large contracts. Max incoming = (outgoing * 1.25) + $250,000. Applied to supermax and near-max contracts being moved.
Example
Team sends out $45M. Maximum incoming = $56,500,000. Attempting to acquire a $57M contract fails this rule.
Engine behavior
The $29M boundary and 1.25x multiplier are MVP constants per IMPLEMENTATION_DECISIONS.md Section 5.
