Second apron aggregation ban

Summary

A team at or above the second apron cannot combine multiple outgoing contracts to fund one incoming contract.

How it works

Each incoming player must be individually matched against a single outgoing player. 2-for-1 trades where two outgoing salaries are bundled to fund one incoming player are prohibited for second-apron teams.

Example

Second-apron team sends out Player A ($12M) and Player B ($16M) = $28M out. Wants to acquire Player C ($26M). ILLEGAL: two players out for one player in is an aggregated trade.

Engine behavior

MATCH-SA-AGG was added as IMPLEMENTATION_DECISIONS.md CBA correction #3 when the second apron was introduced in the 2023 CBA.
