First apron dollar-for-dollar matching

Summary

Teams at or above the first apron cannot receive more salary than they send out. No cushion, no percentage above 100%.

How it works

Exact dollar-for-dollar. Max incoming = outgoing_total exactly. This replaces the tiered MATCH-TIER rules for first-apron and second-apron teams. A $1 overage on incoming salary makes the trade ILLEGAL.

Example

First-apron team sends out $18M and wants to acquire $18,000,001. The trade is ILLEGAL by exactly $1 under this rule.

Engine behavior

No $250K buffer, no percentage tolerance. IMPLEMENTATION_DECISIONS.md CBA correction #2. Earlier versions incorrectly applied the above-cap 125% tier to first-apron teams.
