Summary
Using a Transition Trade Exception hard-caps the team at the first apron.
How it works
Transition TPEs are generated from specific transaction types. Using one to absorb a player triggers the first-apron cap.
Example
Team absorbs a player via Transition TPE. Later in the season, any trade that pushes them above $195.9M is ILLEGAL.
